Scope: 


 


The contractor will provide a project manager or project engineer with experience leading and conducting an Accelerator Safety Internal Readiness Review (IRR)(s).  The contractor will lead a small multidisciplinary team of experienced Accelerator Safety professionals to determine if the people, processes, and equipment, at the Building 211 LEAF 55 MeV Linear Accelerator Facility are adequate to support the resumption of accelerator operations consistent with the approved Safety Analysis document (SAD) and Accelerator Safety Envelope (ASE). 


 


The review will be performed in accordance with the DOE O 420.2D Safety of Accelerator Facilities and the Argonne Accelerator Safety Program Document.


 


Background:


 


Operations within the Building 211 55-MeV Linear Accelerator (Linac) were formally paused since a contamination incident associated with the Big Foot Hot Cell Operation occurred within the Linac accelerator facility footprint April of 2024.  During the pause the Linac staff have made minor changes to the SAD to remove obsolete references and improve alignment of the description of activities within the DOE O 420.2D requirements. The safety analysis and controls for the Linac activities that remain are the same as in the previous revision of the Safety Analysis Document and the existing (ASE).  The Linac staff have also made improvements to the training of the people, design and execution of processes, and replaced equipment to address corrective actions and lessons learned stemming from the incident. 


 


Purpose


 


The review will determine if Argonne staff are ready to resume Linac accelerator operations activities consistent with the requirements of DOE O 420.2D Safety of Accelerator Facilities.  The contractor will support the development of the Internal Readiness Review Planning which will include elements such as the following to help determine whether operations can be performed reliably and successfully:


 


·       Review the Safety Analysis Document (SAD) & Accelerator Safety Envelope (ASE) documents against the operational activities planned for the resumption and determine whether activities when implement can ensure the accelerator operations will be conducted in a safe and effective manner.


·       Radiological considerations including credited and uncredited controls.


·       Verification of newly installed alarm equipment and its functionality.


·       Verification of maintenance, surveillance, and testing procedures to enforce the SAD and ASE controls


·       Defined roles and responsibilities including operator training on new implementing procedures.


·       Evidence of Conduct of Operations Program and implementation  


 


 


Work Scope Deliverable and estimated duration:


 


·       Complete review and comment on the Internal Readiness Review (IRR) Plan (~2 days)


·       Review B211 LEAF 55 MeV Linac Facility Documents, Procedures and Processes (~3 days)


·       Lead IRR Team and Conduct and comprehensive Internal Readiness Review in accordance with the review plan (e.g. some elements identified below) (~5 days)


o   Conduct Personnel Training and Knowledge Review


o   Conduct Safety Management Program Review


o   Conduct Facility and System Review


o   Conduct Performance demonstration of selected procedures or operations to demonstrate the facility is adequately prepared for safe restart.


o   Identify Equipment and Activities Observed


o   Identify Findings as Pre-Start and Post-Start Actions


o   Identify recommendations


·       Submit Draft IRR Report ~15 to 20 pages to the Tech Rep to coordinate Factual Accuracy review and comment (~1 Day)


·       Address Factual Accuracy Review and comments and submit to Technical Rep review (~2 days)


·       Respond to up to two additional rounds of comments prior to finalizing report (~2 days 


 


 


Timeline: 


 


Mobilize to Site and prepare for Assessment - Dec. 9-13, 2024


Perform IRR – Dec.16-20, 2024 (On-site)


Complete Review and Finalize Report – Dec 23, 2024 to Jan. 7, 2025* 


*Contractor is only be expected to work 5 days, on December 23, 2024 and January 2, 3, 6, and 7.
