HukariAscendent is a Woman-Owned, Small Business specializing in comprehensive engineering and technical support services associated with commercial nuclear power and Department of Energy (DOE) nuclear activities. 




We are seeking qualified candidates to perform the following:


 


Duties:


The purpose of this engagement is to advise PPPL on which activities and services it supports could be beneficially and successfully outsourced to professional EPC firm(s). The focus is on developing a long-term business relationship with a partner organization that becomes substantively involved in PPPL’s operations and management.
To achieve this goal, PPPL seeks a subcontractor to fulfill the following objectives:
- Analyze the current activities and services at the Laboratory focusing on current and planned engineering, facilities, technical, and management services to evaluate the strategic importance, cost, and operational efficiency of each.
- Establish decision criteria to guide senior management in determining which services are best suited for outsourcing versus retaining in-house.
- Assess potential external partners’ capabilities, competitiveness, and innovation
potential.
- If feasible, provide credible estimates of costs for outsourcing specific services.
- Identify services most suitable for external partnership.
 Develop a phased roadmap to transition services to external partners, minimizing
disruptions to PPPL’s operations.


 


The engagement will be considered successful when: (a) PPPL receives clear, actionable
recommendations aligned with its strategic objectives; and (b) The proposed roadmap minimizes
operational risks and disruptions.


Required Qualifications :

Qualifications:


- Extensive experience with organizational assessments and outsourcing strategies.
- Deep familiarity with DOE national laboratory (especially those under DOE Office of Science)
operations and regulatory environments.
- Strong analytical and communication skills; demonstrated success with change management in
the laboratory setting; business and financial acumen.
- A proven track record of delivering actionable advice.


- Must adhere to strict non-disclosure agreements to ensure no information about this procurement is disclosed, including details about how the work is represented and managed at the Laboratory.
- The successful offeror will be prohibited from performing any of the work or partnering with others who might perform it.


 


Duration: 4 months - remote position with 2 possible short visits to Princeton, NJ
