Health & Safety Operational & Efficiency Evaluations 2019-408-HAINC-CF
HukariAscendent is a Service-Disabled, Veteran-Owned, Small Business specializing in comprehensive engineering and technical support services associated with commercial nuclear power and other Department of Energy (DOE) nuclear activities.
We are looking for subject matter expertise for the performance of up to four operational and efficiency evaluations of identified focus areas. Focus areas include:
1) Industrial Hygiene,
2) Occupational Medicine Program and Services,
3) Environmental Permits, and
4) Chemical Safety Program.
For planning purposes, all focus areas will use a similar approach and use one or two subject matter experts (SME). Each evaluation will be approximately 160 hours per SME. Each evaluation will include a document review/discovery phase and one onsite visit for the team of one to two SMEs, lasting one to two weeks. An additional resource shall be planned approximately 20% during the period of performance for pre-planning with Client's management, and to provide overall coordination and cohesion among the evaluations. In addition, each assessment team shall also include task coordination support (e.g., scheduling interviews, documenting retrieval, meeting logistics, and onboarding of subcontractor expertise).
The initial evaluation is estimated to begin in late September 2019, or upon award. For planning purposes, subsequent evaluations are planned for November 2019, January 2020, and March 2020.
Expected outcomes for each evaluation include:
- Comprehensive evaluation of the “as-is” for each focus area
- Analysis of:
- Requirement Gaps
- Constraints – procedurally imposed requirement that is not consistent with regulatory driver.
- Critical areas
- Identify areas for improvement and recommendations for improvement in safety, efficiency, and cost effectiveness
- Identify benchmarking opportunities and best practices based upon OpEx past experience and readily available data
- Status briefings and out briefing
- Evaluation reports
